AEIP responds to European Commission Call for Evidence on the European Strategy for Housing Construction

The European Association of Paritarian Institutions (AEIP) has submitted its response to the European Commission’s Call for Evidence on the European Strategy for Housing Construction. In its position paper, AEIP underlines that access to affordable, sustainable, and resilient housing is central to social and economic inclusion across the European Union and calls for a coordinated EU strategy that integrates regional realities while advancing climate and social objectives.
- Regional and local realities
AEIP stresses that housing challenges differ widely across Europe and cannot be addressed with one-size-fits-all solutions. The strategy should enable Member States and regions to tailor approaches to their specific contexts, from tackling urban overcrowding to revitalising depopulated rural areas. - Sustainability and skills development
The response highlights the critical role of the housing sector in achieving the EU’s 2050 carbon neutrality goal. AEIP calls for ambitious renovation and construction programmes, supported by targeted training and lifelong learning for workers. Ensuring a skilled, adaptable construction workforce is essential to deliver on Europe’s housing ambitions. - Workforce mobility and social inclusion
Fair and transparent mobility of construction workers is indispensable, particularly in regions facing acute labour shortages. AEIP also emphasises the need for housing models that reflect demographic changes, such as ageing populations, single households, and single-parent families. Social and not-for-profit providers, including housing cooperatives, should play a key role in delivering affordable and inclusive housing options. - Financing and EU-level coordination
To meet the scale of the challenge, AEIP calls for innovative financing tools and stronger alignment between EU funds, Member State policies, and social partner initiatives. Simplified administrative processes and platforms for exchanging best practices will be crucial to accelerate progress.
