IPE Article: European Parliament OKs ‘Juncker Plan’ after making amendments

The European Parliament has approved the European Fund for Strategic Investments (EFSI) after MEPs made a number of amendments to the proposal.

Although the Budgets and Economic Monetary Affairs committees approved the EFSI, a cornerstone of the €315bn ‘Juncker Plan’, MEPs thwarted European Commission plans to cut back on other budgets to fund the vehicle.

The Commission had hoped to reduce research and transport investment budgets to fund the EFSI’s guarantee fund, a buffer fund to help reduce the risk of losses to external investors.

However, MEPs added legislation that called for budgets to be protected, as well as for the guarantee fund to be alternatively financed and gradually filled until it reaches €8bn size by 2022.

Article de l’IPE: le Parlement européen approuve le plan Juncker après avoir fait des amendements.

Le Parlement européen a approuvé le Fonds européen pour les investissements stratégiques (FEIS) après que les membres du parlement ont fait un certain nombre d’amendements à la proposition.

Bien que le Comité du Budget et celui des Affaires Economiques et Monétaires ont approuvé le FEIS, pierre angulaire de 315 milliards d’euros du “plan Juncker”, les députés ont contrarié les plans de la Commission européenne consistant en réduction d’autres budgets afin de financer le projet.

La Commission avait espéré réduire les budgets de la recherche et de l’investissement dans les transports pour financer le fonds de garantie du FEIS, un fonds tampon dont le but est de réduire le risque de pertes pour les investisseurs externes.

Toutefois, les députés ont fait la proposition de créer une législation qui exigeait que les budgets soient protégés et que le fonds de garantie soit alternativement financé et rempli jusqu’à ce qu’il atteigne 8 milliards d’euros d’ici 2022.
