European pensions-tracking service must add value ‘without legislation’

A European pension tracking system must be low-cost and offer sufficient “added value” to entice providers to join rather than rely on statutory underpinning, the European Commission has been told.

Compiled by the TTYPE project – short for Track and Trace your Pension in Europe – the report concluded that a not-for-profit entity partially funded by the Commission should be launched to coordinate a European tracking system (ETS), which would build on existing tracking services put in place by member states.

The report comes two years after the Commission asked the Finnish Centre for Pensions (ETK), Denmark’s PKA and four pension managers from the Netherlands – PGGM, APG, Mn and Syntrus Achmea – to investigate the feasibility of an ETS, building on their experience with national tracking systems.

TTYPE urged the Commission not to use legislation to establish the ETS, pointing out that a “bottom-up” voluntary approach had received broad support among the stakeholders with which it consulted.

Un service européen de suivi des retraites doit ajouter de la valeur “sans recourir à la législation”

Un service européen de suivi des retraites ne doit pas être cher. De plus, il doit ajouter une valeur suffisante permettant d’attirer des fournisseurs plutôt afin de rejoindre que compter sur le soutien prévu par la loi, était prévenue la Commission Européenne.

D’après la conclusion faite dans le rapport redigé par les initiateurs du projet TTYPE (Track and Trace your Pension in Europe), les organismes sans but lucratif fondés avec une participation partielle de la Commission doivent participer à la coordination d’un système européen de suivi (ETS) qui pourrait améliorer des systèmes de suivi existants mis en place par les états membres.

Le rapport a été publié deux ans après la demande d’examiner, sur base de leur expérience dans le domaine des systèmes de suivi nationaux, si la réalisation de l’ETS est possible ou pas, adressée de la Commission au centre finlandais pour les pensions (ETK), au groupe d’administration des pensions danois (PKA) et aux quatre directeurs responsables des pensions venant des Pays-Bas (PGGM, APG, Mn et Syntrus Achmea).

Les initiateurs du projet ont prévenu la Commission qu’il était interdit de recourir à la législation afin d’établir l’ETS. Ils ont souligné que l’approche volontaire et ascendante avait été largement soutenue par les parties prenantes dont l’opinion avait été prise en compte.
